Compounding of Stamp Duty in Sri Lanka

Compounding of Stamp Duty in Sri Lanka allows businesses to pay stamp duty in bulk directly to the Inland Revenue Department (IRD), rather than affixing physical stamps to every individual document. To utilize this method, authorized entities must register with the IRD.

Who Must Register

The following persons or entities are required to obtain compounding registration from the IRD:

  • Any person issuing insurance policies.
  • Any authority issuing licenses.
  • Service providers of credit cards.
  • Employers with more than 100 employees.
  • Any other person issuing instruments where individual stamping is impractical or inexpedient.

Quarterly Remittance & Schedules

The compounding authority must calculate the relevant Stamp Duty and remit it to the Commissioner General of Inland Revenue on a quarterly basis. Payments must be made within 15 days from the end of each quarter.

You must maintain a separate schedule for each instrument category (e.g., Policies of Insurance, Licenses, Liquor Licenses, Notary Licenses, Credit Card Transactions, Salary Receipts, Receipts & Discharges, Bonds & Mortgages, Promissory Notes, and Lease, Rent & Hire). Each schedule must include:

  • Stamp Duty Period (maintained separately for different periods)
  • Name of the Instrument
  • Serial Number
  • Instrument Reference Number
  • Date Issued
  • Name of the Person to whom the instrument was issued
  • Value of the Instrument
  • Value of Stamp Duty Compounded

Bank Details & 2026 Payment Codes

The compounded Stamp Duty payments must be credited to the following account:

  • Account Name: Commissioner General of Inland Revenue
  • Account No: 4153842
  • Bank/Branch: Bank of Ceylon – Taprobane Branch

Whenever possible, use the system-printed pay-in-slips issued by the IRD for that specific quarter. In the absence of a system-printed slip, you can use a manual slip but must accurately enter the Payment Period Code.
